Lawmakers in California have introduced a series of criminal reform bills in the hopes of keeping more juveniles out of prison. The proposed measure would require minors to speak with attorneys before waiving their rights during interrogation, and eliminate incarceration of children under 12 years old. In addition to that, though, the bills would ban life sentences without parole for anyone under 18.
