Recruiting and retaining Human resource for health is still a major challenge globally. The world health report of 2006 indicates that there is a shortage of 4.6 million health workers. Whereas the health ministry has raised staff numbers by up to 80%, the sector is now grappling with absenteeism. But to curb this, the ministry is piloting a human resource tracking module to police its employees.
