(12 Sep 2017) Residents of Jacksonville in the US state of Florida have begun clearing up muck and sludge as surge waters brought by Hurricane Irma recede.For many, like 80 year old J.B. Dotteliss, the situation is devastating. His home took a battering from the surge which left behind an oil slick on his floor.
