On Friday, a federal appeals court warned New York's Westchester County, to stop its "total obstructionism," in implementing an agreement designed to boost affordable housing. The court issued a warning to one of the nations richest suburbs, after it found that it breached a 2009 consent decree twice. The order required the county to build 750 affordable housing units in 31 mostly white communities.
