The market inquiry into data costs heard that internet remains unaffordable to the poor. The cost drivers for data are said to be amongst others - the rand-dollar exchange rate as it affects the Importing of equipment required for constant upgrading of mobile network. High electricity costs adding to input costs and the lack of competition in the market are also to blame. The inquiry also heard that consumers do not have a choice but to pay the high costs for quality service provided by mainly the dominant players in the sector.
