[Anchor Lead]Here’s another kind of tension between neighbors: apartment residents deal with plenty of everyday stress, perhaps worst of all is noise travelling between floors. Sometimes it leads to serious conflicts among neighbors. The Seoul City government has devised measures to help residents resolve conflicts with the help of mediators.[Pkg]This woman has been a victim of noise between floors for more than three years. She tried to stop the problem by sending text messages to her upstairs neighbor, but to no avail. The neighbors eventually stopped talking to each other altogether.[Soundbite] Lee Yeon-joo (Victim of Noise Between Floors) : "I've been enduring this for three years now. There is a lot of noise from walking, dropping things on the floor and other banging sounds."With the situation deteriorating, a conflict mediator visited the apartment to help. The expert measured noise levels throughout the apartment and discussed solutions with the residents. More than 27,000 complaints of noise between apartment floors have been filed over the past five years in Seoul alone. Last month, an apartment resident in Nowon-gu District, Seoul, even went so far as to kill a neighbor because of noise. The Seoul City government plans to provide customized consultation services depending on the cause of noise-related conflicts. The experts will measure noise in apartments, mediate conflicts among neighbors, help train pets and provide psychiatric counseling.[Soundbite] Kim Jang-soo (Seoul City Government) : "We will provide support specifically for each client to identify the cause of the problem rather than just measuring noise."The new service will include not only conventional apartments, but also studio apartments and multi-family houses, which so far had been ineligible for mediation services.
