The Speaker of Parliament has urged the government to scale up its efforts to ensure that gender responsive budgeting practises are upheld by all departments and agencies.Rebecca Kadaga, who was speaking at the launch of the Gender and Equity Capacity development plan by the Equal Opportunities Commission in Kampala, says that the requirement for gender responsiveness, which is mandatory, is not being implemented satisfactorily. Kadaga says most government policies and plans still fall below the required mandate.Currently, the Public Finance Management Act mandates all government ministries, departments and agencies to have a certificate of equal opportunity responsiveness before any funds can be allocated or plans are passed.This requires the ministries, departments and agencies to show how their plans are enabling gender inclusiveness and equity balance.
