It's well known that there's a crisis in social care in England - with many elderly and vulnerable people facing desperate waits to get help from their local authority. But today - the actions of one council to try to fix its funding problems, has led to allegations involving leaked texts and claims of backroom deals. Surrey said it was going to hold a referendum, asking residents whether they'd be prepared to see a council tax increase of 15% to pay for social care. Now, it's dropped the idea - and the Labour leader says that's because the Government's cut a deal.
